Legalization of Documents - Foreign Consulates
Procedure varies by country, but the process of legalizing documents is usually a 4 step process:

For private corporate documents such as Power of Attorney or Resolutions of the Board it is first necessary to have the original document Notarized by a Delaware Notary Public. DBI retains Delaware Notaries on staff.

For public documents on file with the Division of Corporations, such as a "Certificate of Incorporation" or "Certificate Regarding Name Change" the first step is to obtain a Certified Copy of the Document from the Division of Corporations.
2. Gold Seal Authentication - Standard: Approximately 10 days Expedited: 3 days or less

The next step is to send the Notarized document or Certified Copy to the Secretary of State of Delaware for Gold Seal Authentication.

After obtaining the Gold Seal Authentication of the Delaware Secretary of State, the document(s) are sent to the office of the US Secretary of State, Hillary R. Clinton, for further authentication. In our recent experience, the US Department of state has been taking about 9 weeks to process Authentications. The US Department of state does not offer an expedited service option and the Department does not answer inquiries about the status of a request. Some Consulates do not require authentication of the US Department of state, but the majority do require this step.
4. Legalization of Documents by Foreign Consulate - Time in process varies widely

The final step of the process is to submit the document to the country's foreign consular office which holds jurisdiction over Delaware. This is usually located in Washington DC or New York. The submission requirements vary widely from country to country, but Delaware's experienced Incorporation Specialists will take care of the specifics.
